INTRODUCTION:-

The Directorate of forensic science Services (DFSS) is a premier Forensic science organization in India, responsible for providing forensic science services to law enforcement agencies, courts and other stakeholders. The DFSS is a part of the Ministry of Home Affairs, Government of India.

HISTORY:- 

Early Development

1. Pre-Independence Period: Forensic science in India has roots going back to the colonial period, with the establishment of forensic laboratories in places like Kolkata (1917) and Agra (1930). These laboratories focused primarily on forensic toxicology and biology.

2. Post-Independence Expansion: After India gained independence in 1947, the need for a more structured approach to forensic science became apparent. The establishment of the Central Forensic Science Laboratories (CFSLs) under the Ministry of Home Affairs marked the beginning of the formal development of forensic science in India.

Formation of DFSS

1. 1980s and 1990s: During this period, forensic science services in India were provided by individual forensic science laboratories (FSLs) at the state level, and central forensic science laboratories (CFSLs) at the national level. However, there was no central coordinating body for these services, which led to challenges in standardization, training, and development.

2. 2002 - Creation of DFSS: To address these challenges, the Directorate of Forensic Science Services (DFSS) was established in 2002. This was a significant step toward centralizing and improving forensic science services in India. The DFSS was created to coordinate and oversee the functioning of the CFSLs, as well as to provide guidance and support to state FSLs.

FUNCTION:-

1. It helps in administration of justice systems & provides knowledge & facilities to various training programmes to people involved with justice delivery.

2. To provide scientific aid in the criminal justice system.

3. It guides, regulates & controls the working of forensic Science Laboratories.

4. To control & regulate the working of GEQDs.

5. Provides financial and technical help to State Forensic Labs (SFSLs).

6. Promotes research & development in the forensic field.

7. To access & review the current procedures & practices in labs.

WORKING:-

• The DFSS works closely with law enforcement agencies, Courts & other Stakeholders to provide forensic science services.

• The organization has a network of forensic science laboratories and units across the country, which provide forensic analysis of physical evidence.

• The DFSS also provides expert opinion on forensic matters & conducts research & development in forensic science.

ORGANIZATIONAL STRUCTURE:-

The DFSS has a hierarchical organizational structure, with the following divisions:

1. Headquarters:- Located in New Delhi, the headquarters provides overall direction & guidance to the organization.

2. Central Forensic science Laboratories (CFSLs):- Located in various cities across the country, the CFSLs provide forensic analysis of physical evidence.

3. Regional Forensic science Laboratories (RFSLs):- Located in various cities across the country, the RFSLs provide forensic analysis of physical evidence & support to the CFSLs.

4. State Forensic science Laboratories (SFSLs):- Located in various states across the country, the SFSLs provide forensic analysis of physical evidence & support to the RFSLs.


SERVICES PROVIDED:-

The DFSS provides a range of Forensic science services including:-

• DNA analysis 

• Fingerprint analysis 

• Forensic Chemistry 

• Forensic Biology

• Digital forensic analysis 

• Cyber crime investigation
